Building Regulatory Solutions That Fit Your Business
Scientia RegTech combines decades of financial and technical expertise with a mission to deliver tailored RegTech solutions for smaller banks, hedge funds, and asset managers
Mission
Scientia RegTech is driven by the belief that every financial firm is unique - its clients, products, and strategies shape its need for regulatory support. Off-the-shelf or mismatched surveillance systems often fail to capture these nuances, leaving firms exposed to risks or inefficiencies. Our mission is to deliver RegTech solutions that fit your business model, not the other way around.
Guided by business and technical experience, we create compliance solutions - like our machine learning-driven trade surveillance algorithms - that can be scaled to your specific operations. Whether it’s tailoring alerts for your asset classes or addressing business-specific risks, we want to help ensure compliance with FCA and ESMA standards while streamlining workflows. Our goal is to empower smaller banks, hedge funds, and asset managers with precise, cost-effective solutions that rival other big offerings, helping you avoid fines and focus on growth.

Founder's Journey
Balvinder Ruprai founded Scientia RegTech to address the unique regulatory challenges faced by smaller financial firms. With over 20 years in investment banking, Balvinder has worked across compliance (including surveillance), M&A, management consulting, and data analysis, gaining a deep understanding of the regulatory and operational needs of financial institutions. His career includes roles at smaller and global banks and a position at the London Stock Exchange, where he focused on data-driven solutions for major financial institutions.
A graduate of Queen Mary College, University of London with a major in Computer Science, Balvinder combines technical expertise with practical experience in financial regulation. His work has centered on analysing complex datasets and developing systems for trade surveillance, position disclosure, PA Dealing and Control Room conflict management. Balvinder worked with me at Lloyds for 1 8 months and I have no hesitation recommending him based upon the quality of his work during this time where he was instrumental in the design and development of a new Control Room system that covered the management of Insider Lists, Wall Crossings, Conflicts of Interest, Personal Account Dealing and Outside Business Interests. Throughout this process, Balvinder consistently demonstrated technical expertise around system design and the regulatory environment to construct simple solutins to complex issues, using automated processes where possible and reducing administration to the benefit of the Control Room and the business.
Balvinder proved himself a very capable colleague who always displayed good judgement, operated calmly when under pressure and had the ability to make very technical subjects simple to understand. He was a valuable member of my team and I would be very happy to work with him again in tho future.

When I joined Arbuthnot Securities all compliance monitoring was carried out manually which was both time consuming and inefficient. When the then Compliance Assistant resigned we decided we needed someone to write a suite of programs to overcome problems mentioned above. The best candidate was Balvinder Ruprai who had an excellent knowledge of database systems. Balvinder's services were employed and wrote programs covering: 1. Watch and Restricted Lists; 2. Identification of Takeover Panel disclosures; 3. High value trades; 4. Position disclosure; 5. Trades for higher risk clients (AML); 6. AML/ KYC template with links to customer letters and 7. Report facility running off a Microsoft Access database. The above systems were both effective and proved durable and were still operating when I left the company in December 2014.
I have no hesitation recommending Balvinder Ruprai's technical expertise in this area.

Compliance Director, Arbuthnot Securities / Westhouse Securities 2004 - 2014

Our company required an automated solution to identify conflict situations arising in our business. Balvinder designed and built a system which successfully received data from other systems covering the firms' business activities and permitted staff operating control processes and procedures to easily idenitfy any conflicts. I found Balvinder a conscientious and thorough member of the team with an excellent attention to detail who produced high quality work in a timely manner.
Chris Hudson
Head of Compliance, London office of major Japanese Bank

Balvinder combined technological acumen with deep market insight to assist us in forging a pragmatic development strategy for trade surveillance - we've developed exactly what we wanted.
We understood we needed to begin building capability to interrogate trading activity, and had received three proposals from third party specialists with ready-made analytical tools. We knew we had to work within limitations ot our existing systems and budgets, but more importanty that we had to learn how to interrogate our data.
We were not won over by these proposals primarily due the risks around data transfer and interpretation. Balvinder's market insight and technical competence provided for us an opportunity to forge a development path 100% appropriate for our circumstances. Since his initial work in sketching out our first set of tests, we have wasted no time or money building capability we didn't need.
We have grown a focused and highly skilled team around the seed Balvinder planted for us.
He has demonstrated the advantages of agile development.
